Not yet, unless you are advanced. Cowboy Bebop is built on adult conversation, dry humour and space-crime slang, so it rewards strong listeners and leaves earlier learners relying on translation for most of each episode.

Why it works for learners
The appeal for a strong learner is variety within a tight format. Across 26 episodes of about half an hour, most stories stand largely alone, so you can sample without following a long plot. You hear rough male speech among the crew, criminal and bounty-hunting talk, and the laid-back banter of people who are always broke. Few anime sound this grown-up, which makes it a good change from school-set shows and their predictable phrases.
What makes it hard
Characters mumble, understate and speak in deliberately rough forms you should not copy in polite company. Invented technology and underworld terms add load, and quiet, moody scenes give little context. Some of the wit depends on tone rather than on words you can look up.
How to use it
Pick a single episode and watch it twice, the second time noting phrases of teasing or refusal. Treat rough speech as something to understand, not imitate. Two or three episodes a week is plenty, since each one rewards close listening.
