Yes, at intermediate level. The scripted, clear dialogue in 3% is much easier to follow than most Brazilian dramas with lots of slang, and its survival-style selection premise gives you a strong reason to keep watching and listening.

Why it works for learners
Much of the first season runs on tests and interviews, where characters are given instructions, questioned and made to explain their choices. That produces clear, deliberate sentences, often repeated, with useful vocabulary around rules, fairness, trust and choosing sides. The dialogue is written with a slightly formal, dystopian tone, so it stays tidy, which suits a learner. Thirty-three episodes of about 46 minutes offer a long stretch of listening time.
What makes it hard
The invented world has its own terms for places and social groups, and you must learn these to follow along. Characters discuss ideology and morality, so conversations can turn abstract. The somewhat stylised speech is also not how Brazilians usually chat, so do not copy its tone.
How to use it
Start with season one, in Portuguese audio, and pay attention to how instructions and rules are phrased. Note questions that interviewers ask, since they use patterns you can reuse. After each episode, say in Portuguese which candidate you would pick and why.
